New Generation of Terrorism [LONE WOLF & MICRO CELLS }

It could be argued that there is a set of characteristics that distinguish this type of terrorism compared to the first generation of terrorism, which is expressed in ElQaeda and ISIL base model, and  the second generation represented by the local Al-Qaeda & ISIL groups models, which retained all the organizational structure cluster and clear, and lead single orders ,  the Council Shura, multiple committees, and a set of operational leaders responsible for the areas and cells,

These are the new properties are as follows:

  • Network interactions  Flat Network, which consists of a limited number of people bound together by family ties or friendship, and there is no operational one and no ideological leader , plus the characterized of decision making process within them based on equality among members, and usually these are formed network through Internet sites and social networking, and create networks difficult to track.
  • Local origination Homegrown, Individuals engaged in this type of terrorism are not "foreigners" or "immigrants", but citizens are natural grew up in the state, and for some reason decided to become more radical towards this country, which grew up and where they belong
  • Individuals who have not been recruited in a systematic mannerStructured, also did not graduate from religious schools, or training camps, where there was a shift in there thinking  through blogs jihadist and terrorist sites, and through  on-line training courses on how to carry out terrorist operations in limited effects,  they relied on "self-learning", so sometimes they do not have enough skill to organize or plan any bombings or operations.
  • Individuals has spoiled socially, where most of these belong to the middle class, they are not poor, and there is no specific law in regard to age, sex, and most of them did not graduate from religious universities, but graduated from  universities.
  • Individuals are not  isolated from their communities, unlike the isolated nature that characterized traditional terrorist groups, particularly al-Qaeda & ISIL terrorists, whom were isolated somewhere geographically from the media and the urban centers in the state, and their families,

On the other side this new type of terrorism they interact on an ongoing basis with the surrounding community, and  it creates a sort of isolation between them and their community , makes them more hostile towards their communities, especially with the constant exposure to the ideology of terrorism, which creates over time tolerant of the terrorist act even against the state, which grew up in, and this what facilitated by modern means of communication.

I will dived this new style of terrorism into two main types can be differentiated as follows:

 Type 1: the  lone wolf, acting individually Operationally, Can  plan the attack alone after developing his own ideology that combines feelings of dissatisfaction , frustration , objectives of religious, political and social, and he based his believes on communities that provide the legitimacy of what his thoughts, usually these communities consist of extremist movements.

 Type 2:  The Micro Cells, consisting of a limited number of people bound together by trust relationships, their own ideology and gather them based on religious or ethnic basis, or specific ideology or faith an issue, and have decision-making process of a collective process.

 this kind of terrorism, using unconventional tactics, especially in the case of "lone wolf", and there is no limit to the level of violence that they may be adopted , especially since they do not care about gaining followers or sympathizers

Problematic confrontation

This group is one of the phenomena that are difficult to confront, have a better ability to survive, because they do not have a leader, and  the center of gravity for the survival of this type of terrorism is the ideology that are adopted, which combines religious dimension, and feelings of dissatisfaction, for reasons of ethnic or sectarian . As it is often difficult to keep track of this kind of terrorism, where the interactions network in cases of "small cells" hidden, and increases the difficulty in the case of "lone wolf", where there are no group can be traced, or means to detect processes before they are implemented.

Besides, it is often difficult to predict the emergence of this kind of terrorism in the state, or expected to spread them on a large scale, especially in the case of "lone wolf", which is still a phenomenon linked to the European and American societies primarily, while longer "small cell" more likely , especially since Egypt has been spotted in the period following the revolution of June 30, 2013, make up many of these cells, and that Bahrain, Kuwait witnessed a form close to this kind of terrorism by individuals belonging to the Shiite sect cells, and adopt specific political objectives.

Although there are recent regional approach to the development of counter-terrorism mechanisms, but the problem will remain linked to the difficulty of dealing with terrorism without leadership. This requires the development of a number of strategies "non-security" to combat this type of terrorism, which can be evaluated in the context of the transformations taking place in the region, including interest dimension of the intellectual in the fight against terrorism, the strategy for social control of terrorism, through attention to the context in encouraging the growth of terrorism

MY LAST WORD That  { Over-Securitization policies in dealing with terrorism, and Over-Politicization policies both miss the societal dimension that helps the spread of this phenomenon, linked mainly to education, and the ability of the individual to the rationale for the religious attitudes....
